Commissioner Bird wanted to know if the Sheriff felt he might <br />be able to fund the program next year, and Sheriff Wheeler reported <br />that the drug import business is on the increase and they will be <br />getting more forfeitures which could possibly fund more programs. <br />He would not like to see the funds come from that source but it is <br />a possibility. <br />Commissioner Adams felt that, in light of what is happening in <br />Tallahassee and Washington, the County needs to choose programs <br />very carefully. She believed that the Board should choose <br />programs which benefit young children first, as opposed to <br />rehabilitation. <br />Sheriff Wheeler emphasized his similar situation and stressed <br />that government is now in the position of trying to care for people <br />from the cradle to the grave. <br />Commissioner Bird stated he.would support the motion as it <br />stands but would like to leave the door open in the event some <br />other funding source is found and the County is not asked to <br />participate to such a high degree. <br />Mayor Art Firtion of the City of Sebastian expressed his <br />support for the program and reminded the Board that*' substance <br />abusers have young children. <br />Nollie Robinson, director of Criminal Justice Services, New <br />Horizons of the Treasure Coast, Inc., advised that their budget has <br />been cut down to the bare bones and that New Horizons has collected <br />$25,000 in St. Lucie County for DUI which they are spending in <br />Indian River County. <br />Jim Granse of 36 Pine Harbor Lane expressed his support for <br />the program and questioned the priority of the expenditures of LAAC <br />funds for environmental purposes. <br />THE CHAIRMAN CALLED <br />passed unanimously <br />Eggert being absent). <br />DECEMBER 5, 1995 <br />THE QUESTION and the motion <br />by a 4-0 vote (Commissioner <br />Bm 9 pv(7:37 <br />41 <br />
