w <br />r <br />First, let's discuss the need for a public sewer system <br />I� <br />in the North County Subregional Service Area of Indian River <br />County as it relates to environmental considerations. The <br />present discharge, either directly or indirectly, of package <br />treatment plant effluents and septic system effluents into <br />the Indian River and Sebastian River must cease as soon as <br />possible. These two rivers are i.rreplacable treasures and <br />amenities which make this area of Florida unique. They offer <br />scenic and recreational enjoyment. The present lack of <br />public sewers will not stop growth, but will cause continued <br />increases in the pollution load discharged into the Sebastian <br />and Indian Rivers. Since both of these bodies of water are <br />slow moving and have little flushing, they are prone to rapid <br />pollution. The continued lack of public sewers will result <br />in the destruction by pollution of these beautiful water <br />amenities in the near future. The construction of a public <br />sewer system which will in wastewater and stop <br />pollution of the Sebastian and Indian Rivers is needed now. <br />A second need for public sewers is created by the <br />planned growth for specific areas of the North County <br />Subregional Service Area. A large portion of the land <br />bordered by the Indian River on the east and the FEC Railroad <br />on the west, and extending from the Sebastian River bridge <br />south, is planned for various commercial uses.
