40 <br />orderly commercial development and growth can only occur if <br />_ the infra -structure is in place to support it. One of the <br />main elements of this infra -structure is the availability of <br />a public sewer system. At present, the commercial node in . <br />Roseland at the intersection of U.S. Highway #1 and Roseland <br />Road is growing rapidly even without the presence of public <br />sewer. There are three (3) package plants in the immediate <br />area of that commercial node and -this, in itself, is evidence <br />of the long over -due need for a public sewer system. It <br />should also be recognized that there are some specific <br />commercial enterprises which cannot exist without public <br />sewers, such as: laundromats, car washes, large restaurants, <br />and so forth. Therefore, public sewers are needed in order <br />to support balanced growth. <br />Objectives <br />�a <br />r The primary objective of this sewer £esibility study and <br />report is to establish a conceptual arterial "core" sewer <br />system design which is cost-effective, environmentally sound, <br />easily expanded, and acceptable to the permitting agencies. <br />�p It must be understood that the proposed sewage collection and <br />conveyance system has been conceptually designed to <br />M <br />
