• <br />4 <br />` Summary and Recommendations <br />f <br />j This feasibility study and report for the North County <br />i Subregional Area of Indian River County has evaluated the <br />possibility of constructing a public sanitary sewer system to <br />be financed on the basis of proposed user financing and <br />voluntary connection. Indian River County has a proven track <br />record of constructing several recent water and sewer utility <br />projects in this manner. <br />The need for public sewers in the project service area <br />is stated in terms of environmental considerations and <br />planned growth for specific areas of the North County and the <br />City of Sebastian. Any proposed sewer system must be <br />designed and constructed in a manner to satisfy these needs <br />in addition to being cost-effective, environmentally sound, <br />easily expanded and acceptable to permitting agencies. The <br />proposed sewer project should also serve to eliminate all <br />possible existing package wastewater treatment plants and <br />septic systems located within the project -service area. <br />A thorough and comprehensive evaluation of the project <br />service area has been made using elevations obtained from <br />field surveys for this project and recently prepared aerial <br />photographs of the project service area.
