F. "Green Salt Marsh" LAAC Site Donation Accepted <br />The Board reviewed a Memorandum of December 13, 1995: <br />TO: James E. DeBlois ICP <br />Chief, Environmental Planning <br />DATE: December 13, 1995 <br />RE: Request for Board Acceptance of the "Green <br />Salt Marsh" LAAC Site Donation <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of December 19, 1995. <br />DESCRIPTION AND CONDITIONS <br />In Fall 1994, Susan Green contacted staff to see if the County <br />would be interested in accepting a donation of environmentally <br />sensitive land she owns on the south barrier island. The subject <br />property is +16 acres of impounded estuarine wetlands south of the <br />Moorings Subdivision, just west of St. Christopher Harbor (see <br />attached map). This property is also known as "Moorings -South <br />Impoundment" (No. 10), and is accessible via Island Drive, the <br />north private -road of St. Christopher Harbor Subdivision. <br />Subsequently, staff brought the proposed donation to the County <br />Land Acquisition Advisory Committee (LAAC) for review and comments. <br />LAAC reviewed the site under its normal annual review cycle, in <br />accordance with the Land Acquisition Guide adopted by the Board. <br />At its meeting of April 13, 1995, LAAC voted unanimously to put the <br />"Green Salt Marsh" on its acquisition list with the status of <br />"unranked", and instructed staff to move forward with the necessary <br />steps to acquire the site (see attached minutes excerpt). <br />Since April, Charles Hardee, the County's environmental land <br />acquisition consultant, has coordinated with Ms. Green and her <br />attorney to facilitate the donation. Recently, Ms. Green's attorney <br />has indicated that they have completed an appraisal (for their own <br />purposes), and now requests that the County move forward with <br />accepting title to the property. <br />ANALYSIS <br />With the exception of a perimeter, impoundment dike, the subject <br />property is environmentally sensitive estuarine wetlands. The <br />zoning and future land designations are Conservation, with a 1 unit <br />per 40 acre development density (1 unit/acre density transfer <br />credit). Due to the wetland nature of the property, potential <br />development is severely limited. The dikes are now overgrown, and <br />absent clearing of dikes, the property is inaccessible by land. <br />According to 1995 county <br />consists of two contiguou <br />$40,300 (see attached). <br />December 19, 1995 <br />tax records, the subject property (which <br />s tax parcels) has a tax assessed value of <br />10 <br />
