FU <br />Management <br />The subject property was impounded in 1965 for mosquito control <br />purposes. The perimeter dike is presently breached at one location, <br />thus providing an intertidal connection to the Indian River Lagoon. <br />Mosquito Control District staff has indicated that required <br />management of the property is presently infrequent, and that the <br />District will continue its management. Public ownership will afford <br />the County and District more opportunity to improve management and <br />Lagoon connection over time. <br />Title Insurance, Environmental Review <br />In accordance with procedures established in the County Land <br />Acquisition Guide, the County should obtain title insurance for the <br />property, which is appropriately paid for with environmental land <br />acquisition bond funds. Given that the property is a donation and <br />is largely inaccessible from the standpoint' of illegal dumping, <br />staff's opinion is that a professional environmental audit (Phase <br />I) is not necessary. Instead, staff will conduct a review prior to <br />closing to look for visible evidence of hazardous (or non- <br />hazardous) waste on the property (although none is expected given <br />access limitations). <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners formally <br />accept the subject property donation, and authorize staff to <br />execute the necessary documents for the County to receive title, <br />(including standard Internal Revenue Service forms). <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously accepted <br />the donation of the "Green Salt Marsh" LAAO site, as <br />recommended in the memorandum. <br />RECORDED DEED IS ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD <br />G.
