Staff can respond <br />to bidder questions after today's meeting. <br />PROJECT CONSULTANTS: <br />Sara Battles (Green), PE, Kimley-Horn and Associates, Inc. <br />UTILITIES <br />Florida Power and Light, Co. - Electric <br />Indian River County Utilities - Water <br />PROJECT REQUIREMENTS: <br />• Bidder must be registered with and use, at their sole expense, the Department of Homeland <br />Security's E -Verify system (www.e-verify.gov) to confirm the employment eligibility of all <br />newly hired employees, as required by Section 448.095, F.S. Owner, Contractor, and <br />Subcontractors may not enter into a contract unless each party to the contract registers with <br />and uses the E -Verify system. Contractor is responsible for obtaining proof of E -Verify <br />registration for all Subcontractors. This requirement applies to any provider of services or <br />goods. <br />• Pay applications will be submitted via e -Builder, the County's cloud based shared file platform. <br />- James Ennis stated that the County will provide an in-house training session for the <br />successful bidder in the use of the e -Builder software, and that use of the software does <br />not require the Contractor to purchase a license. <br />• Invoicing shall be submitted on monthly basis and must include Consent of Surety, all <br />applicable release of liens, and all other documents as noted in the Contract Documents. <br />• Any change orders, revisions, time extensions and weather days need to be submitted and <br />approved by Indian River County. Weather letters will be issued by the County on a monthly <br />basis. <br />• Summary of required Contractors bid forms can be found on the submittal's checklist (Section <br />00200, Instructions to Bidders, Article 15 —Submittal of Bid). <br />- James Ennis stated that bidders should pay close attention to the bid submittal checklist, <br />and that the bid will be considered non-responsive if all the required documents on the <br />checklist are not submitted. <br />- Jennifer Hyde (Indian River County Purchasing Division) stated that this is a unit price bid, <br />and that bidders will be disqualified if a unit price is not submitted on the bid form for each <br />bid item. <br />• Contractor Qualifications: Bidders shall be a qualified General Contractor registered in the <br />State of Florida. Bidders shall have a minimum of five -years of experience in the construction <br />of similar projects of this size or larger.
