TO: Honorable Board of County Commissioners <br />THROUGH: Jim Chandler, County Administrator <br />FROM: Doug Wright, Directo� <br />Emergency Services <br />DATE: December 21, 1995 <br />SUBJECT: Board Consideration of Two Resolutions Amending The Fees, <br />Penalties, And Procedures Related To The Enforcement Of <br />The Animal Control Ordinance <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the meeting scheduled for January 2, 1996. <br />DESCRIPTION ANDCONDITIONS: <br />Staff is requesting the Board to consider approval of the attached <br />resolution which supersedes Resolution #93-58 and amends or revises <br />the fees, penalties and procedures related to the enforcement of <br />the animal control ordinance as follows: <br />2. (a) 1 Licensing Fees - Female or male, dog or cat, <br />initial or renewal license, not sterilized -- <br />$10.00 per year. Increase to $15.00 per'year <br />beginning October 1, 1996. <br />The increased fee is only related to non -sterilized animals and is <br />not effective until October 1, 1996.. This fee has not been <br />increased since Animal Control became responsible for licensing in <br />1990. The intent of this increase is to help reduce the number of <br />strays and unwanted animals in the County which has a direct effect <br />on the Animal Control budget each year. <br />2. (c) Redemption Penalties in addition to impoundment <br />Fees - Processing fee of 510.00 for all animals <br />First Offense Waived <br />Second Offense $16.04 S 30.00 <br />Third Offense $30.G4 S 60.00 <br />Fourth Offense $69.00 $120.00 <br />This is a new fee which is to be paid by all animal owners <br />retrieving their animals from the shelter. This is requested to <br />help defray the $30.00 per animal cost the County incurs for <br />handling the animal. The County should not incur costs for an <br />owned animal. <br />2. (i) All vrevaid fees will be forfeited at the end of 90 <br />daps. _ <br />Approval of this language will establish a time limit for holding <br />prepaid funds. At the end of this 90 -day period, if the animal <br />owner has not had the animal vaccinated or picked up the license <br />which was prepaid, the fees will be required again. There have <br />been many instances where months will pass and the owner will not <br />pick up the license or have the animal vaccinated. Sometimes this <br />goes into the next year and the owner wants to use the prepaid fees <br />for the new year, placing the County in a situation where no fees <br />were paid for a year. <br />25 Boa 97 FacF '� <br />JANUARY 2 1996 <br />
