The second resolution that staff requests the Board to approve <br />supersedes Resolution #90-23 and amends or revises the schedule of <br />civil penalties to be imposed for violations of specific sections <br />of the animal control ordinance. The increases noted are <br />requested because these are the most common violations, and the <br />current penalty seems to have no impact on a majority of those <br />cited. <br />The County has incurred additional expenses this year, and will for <br />the next several years, in terms of sheltering animals. It seems <br />fair that the animal owners who are creating these additional <br />expenses should pay a share of the cost, and it should just not be <br />absorbed by the taxpayers with ad valorem tax dollars from the <br />general fund. <br />The general policy is to try to work with citizens to help them <br />become responsible pet owners,. and the issuance of citations is <br />generally a last resort. This is demonstrated by noting that <br />almost 90% of the people cited have had prior written or verbal <br />warnings that citations would be issued if the violation was not <br />corrected. <br />RECOP+MNDATION: <br />Staff respectfully requests that the Board approve the two attached <br />resolutions. <br />25 a <br />JANUARY 2 1996 <br />M <br />
