A TRUE COPY <br />CERTIFICATION ON LAST PAGE <br />FY 2022 - 2023 EMPG AGREEMENT J.R. S1r11TH, CLERK <br />ATTACHMENT A — SCOPE OF WORK <br />GENERAL POLICY <br />The Emergency Management Performance Grant (EMPG) provides county emergency management agencies with <br />funding to build or sustain capabilities required for implementation of the National Preparedness System (NPS) and to <br />support the National Preparedness Goal (NPG) of a secure and resilient nation. Based on Florida's self-assessment of <br />the Stakeholders Preparedness Review (SPR) and other relevant sources, the below core capabilities were <br />identified as priorities to address capability gaps across the State: <br />• Planning <br />• Public Information and Warning <br />• Operational Coordination <br />• Economic Recovery <br />• Cybersecurity <br />Grant funds under this program may be charged to one of the below listed activities: <br />• Planning <br />• Organization <br />• Equipment <br />• Training <br />• Exercise <br />• Management and Administration <br />TASK(S) AND DELIVERABLE(S): <br />The Sub -Recipient must successfully complete the following tasks and deliverables throughout the period of performance. <br />TASK 1: GRANT REQUIREMENTS <br />A. QUARTERLY MATCH <br />Federal funds provided under the EMPG agreement shall be matched by the Sub -Recipient dollar -for -dollar totaling the <br />award amount. The Sub -Recipient needs to show it is meeting the match requirement for the total award amount; the <br />match costs do not need to be broken down or assigned to individual projects. Unless otherwise authorized by law, <br />Federal funds cannot be matched with other Federal funds. To meet matching requirements, the Sub -Recipient <br />contributions must be reasonable, allowable, allocable, and necessary under the grant program and must comply with all <br />Federal requirements and regulations. <br />Emergency Management and Preparedness Assistance (EMPA) base grant funds may be used by the Sub -Recipient as <br />match for EMPG funding. <br />To demonstrate successful completion of task 1A for Quarters 1-4, the Sub -Recipient must submit the following items in <br />the Division's Salesforce system: <br />DELIVERABLES <br />• Provide Quarterly Match Form 3A to identify the non-federal match amount. <br />• If using EMPA as match, no additional supporting documentation is required. <br />• Supporting documentation is required if the federal obligation exceeds the EMPA award amount or <br />you are using other non -Federal funds (such as local general revenue) to satisfy the match <br />requirement. <br />31 <br />
