Brown, County Administrator <br />Kristin Daniels, Budget Director <br />FROM: Jennifer Hyde, Purchasing Manager <br />SUBJECT: Second Extension and Modification to Bid 2020051 - Annual Bid to Furnish and Deliver <br />Polymer <br />BACKGROUND: <br />On September 21, 2021, the Board approved the first extension and modification to the annual bid <br />2020051 for polymer, which is used at wastewater treatment facilities to cause the suspended solids to <br />conglomerate, facilitating dewatering. The first extension authorized the current term of award from <br />October 1, 2021, through September 30, 2022, and increased the pricing from $9.890/gallon ($1.15/lb) to <br />$11.008/gallon ($1.28/lb). <br />In response to our request to exercise the second renewal, Polydyne has agreed, contingent upon a <br />modification to the contract pricing. <br />DISCUSSION: <br />Polydyne is requesting a 27% increase to the bid price, from $11.008/gallon to $13.980/gallon (from <br />$1.28/lb to $1.63/lb). They state that two key cost drivers of polymers, propylene and acrylonitrile, have <br />seen substantial increases in the past year, with propylene increasing more than 26%, on average, year - <br />over -year, and acrylonitrile increasing more than 36% over this same period. They also cited increased <br />trucking and fuel costs, as factors behind their request. <br />Staff has been satisfied with the product and service provided by Polydyne, and accepts their justifications <br />for the price increase. <br />FUNDING: <br />Funds for polymer in the amount of $67,000 are budgeted and available for Fiscal Year 2022/2023 in the <br />Utilities/Wastewater Treatment/Chemicals account (47121836-035230), which are part of the Utilities <br />operating funds.
