WISEMEN, P.E. <br />ENVIRONMENTAL ENGINEER <br />DEPARTMENT OF UTILITY SERVICES <br />WETLAND PROJECT <br />CHANGE ORDER NO. 3A AND 3B <br />INDIAN RIVER COUNTY PROJECT NO. US -93 -05 -ED <br />On February 7, 1995, the Board of County Commissioners approved an agreement <br />with Coastal Construction of Brevard to construct the subject project. (See <br />attached minutes) The construction is nearing completion. Some work remains <br />to be done as requested by Indian River Farms Water Control District <br />(IRFWCD) as proposed in Change Order No. 3a and 3b. After a recent <br />inspection, Indian River Farms Water Control District requested the County to <br />clear approximately 2,200 linear feet of their right-of-ways (Lateral D <br />embankment) as the County requested permission to install one discharge pipe <br />to their canal system. As a result of this requirement, several meetings <br />have been held to negotiate with the Indian River Farms Water Control <br />District, where they have insisted that the County is required to clear the <br />subject right-of-ways. <br />ANALYSIS <br />The clearing of said right-of-ways is important to the IRFWCD because of <br />their inability to clear it from the southside of the canal (the canal is <br />very wide). The clearing and maintainability is the District's long range <br />target project when 4th Street (presently it is an IRFWCD's right-of-ways) <br />becomes a public road in the future. The District's explanation, is that the <br />requirement has nothing to do with the utility project. However, it is an <br />opportunity to clear the right-of-ways at this time. The cost for this is <br />$16,200.00. Change Order No. 3a is attached. <br />Along with this matter, the staff would like to present to the Board a <br />proposed Change Order (No. 3b), which covers some additional work required by <br />IRFWCD to finish this project. The work consists of the installation of six <br />drop -pipes to prevent erosion on the District canal embankment, removal of <br />two access driveways which presently restricts the canal water flow, <br />relocation of one discharge pipe to the 8th Street canal and the installation <br />of a crossing culvert. The total cost for Change Order No. 3b is $17,630.00. <br />RECOMMENDATION <br />1) The staff seeks approval from the Board of County Commissioners to <br />prevent any interruption in completion of this project. This <br />requirement is reflected in Change Order No. 3a, in the amount of <br />$16,200.00. <br />2) The staff recommends the Board of County Commissioners approve -Change <br />Order No. 3b, in the amount of $17,630.00. <br />If only Change Order No. 3b is approved, the contract amount will be adjusted <br />accordingly. If both Change Orders (Nos. 3a and 3b) are approved, the <br />contract amount will be to $1,862,676.40. <br />34 <br />JANUARY 9, 1996 <br />
