If the grievance is not satisfactorily resolved, the grievant may forward the grievance to <br />Step 3. <br />Step 3: The grievant shall present the written grievance within five working days from the date of the <br />decision at Step 2 to the County Administrator or his designee. The County Administrator (or <br />his designee who is authorized to resolve the issue) shall meet with the grievant, which a union <br />steward or a union representative may accompany if the union is not the grievant. The County <br />Administrator shall reach a decision and communicate it in writing to the grievant with a copy <br />to the union if it is not the grievant within ten working days from the date the grievance was <br />presented to him. If the grievance is not satisfactorily resolved, the Union and only the Union <br />except as provided by law may forward the grievance to arbitration. <br />
