1 2. Establish, pursuant to the ELP Guide, priorities for Commission consideration in connection <br />2 with future land acquisition; <br />3 <br />4 3. Review and comment on the development of use and management recommendations for <br />5 consideration by the Commission with regard to environmentally significant lands to be <br />6 protected; <br />7 4. Make recommendations regarding cost -share funding alternatives to leverage bond referendum <br />8 monies. <br />9 5. Take such other actions as are consistent and necessary in accordance with criteria established <br />10 in the ELP Guide. <br />11 Duties and Responsibilities: <br />12 Comply with the mandate of the electorate vote in accordance with Indian River County policies <br />13 enumerated herein. <br />14 Make recommendations to the BOCC concerning modifications to the Indian River County ELP <br />15 Guide to meet the needs of Indian River County. <br />16 Present to the BOCC, for their approval, a recommended program for the purchase of <br />17 environmentally significant lands. <br />18 Investigate and consider alternative non -ad valorem -based funding sources for the purchase of <br />19 environmentally significant lands. <br />20 Receive and review individual proposals nominated for purchase in accordance with the criteria <br />21 established in this ELP Guide. <br />22 Create an annual summary for land acquisition in accordance with the criteria established in this <br />23 ELP Guide from which due diligence investigations and purchase negotiations shall be <br />24 commenced. The project summary shall carry over those sites still under consideration from the <br />25 previous year's cycle. <br />26 Based upon a staff report, make recommendations to the BOCC concerning the acquisition of <br />27 Environmentally Significant sites. The ELAP's recommendation shall specifically identify the land <br />28 and interest therein to be acquired, and features of the land that meet (and don't meet) the selection <br />29 criteria set forth in this ELP Guide. <br />30 Make use and management recommendations to the BOCC regarding environmentally significant <br />31 lands to be protected. <br />32 The ELAP shall conduct an annual review and evaluation of the environmentally significant lands being <br />33 considered for acquisition based on the results of purchase negotiations, funding opportunities with State <br />34 and Federal preservation programs and the criteria established by this ELP Guide, reprioritize same, add <br />35 new sites or delete sites, and provide a written report of results thereof to the BOCC. <br />36 All business of the ELAP shall be conducted by majority vote with no fewer than seven (7) members of the <br />37 ELAP being present. <br />38 STAFF <br />12 <br />9/6/2022 6:36:42 PM <br />331 <br />
