1 County personnel shall be assigned by the County Administrator to provide assistance to the ELAP. <br />2 Duties and Responsibilities: <br />3 Receive all acquisition proposals. <br />4 Evaluate proposals for policy and procedural compliance. <br />5 Establish and maintain the GIS based Dashboard which will contain <br />6 review criteria and other relevant information to be used in the evaluation <br />7 process. The Dashboard will be updated by staff when updated GIS files <br />8 are available, and upon receipt of new or modified property information. <br />9 Ensure appropriate review by the ELAP. <br />10 Coordinate comments received. <br />11 Develop a work plan with the acquisition consultant from which due <br />12 diligence investigations and purchase negotiations shall be commenced. <br />13 The work plan shall begin with those sites listed in the previous year's <br />14 cycle, and include any sites added to such list in accordance with the <br />15 provisions in this Guide. Said acquisition shall be consistent with the goals <br />16 and policies of the Guide. <br />17 Coordinate with the acquisition consultant concerning selection by a fair <br />18 and impartial process, by bid or rotation, appraisers who are duly certified <br />19 by the Division of State Lands Bureau of Appraisal to conduct appraisals <br />20 in accordance with applicable State and County standards. <br />21 Coordinate with the acquisition consultant concerning selection of any <br />22 contract with qualified vendors to complete boundary maps, surveys and <br />23 environmental audits in accordance with applicable standards. <br />24 Manage cooperative efforts, consultation and/or contracts with profit or <br />25 nonprofit organizations in furtherance of the goals and objectives of this <br />26 Guide. <br />27 Arrange for discussions and meetings of panel members, county, state and <br />28 local governmental agencies, as required. <br />29 Prepare Approval Memorandum recommendations for BOCC <br />30 consideration at the direction of the ELAP. Prepare grant applications and <br />31 proposals. <br />32 Coordinate negotiations with owners of property under consideration for <br />33 acquisition. Negotiations may entail direct contact with landowners and/or <br />34 coordination with State cost -share agency staff and other land acquisition <br />35 entities, as applicable. <br />36 Develop purchase contracts; present negotiation status to the ELAP and <br />37 the BOCC.
