SMITH, CLERK OF CIRCUIT COURT INDIAN RIVER CO FL <br />BK: 3615 PG: 1115, 4/21/2023 4:44 PM <br />Eighth Draft Clean Version <br />11/07/2022 <br />-I- <br />INTERLOCAL AGREEMENT C <br />PROPOSED MEDICAL EXAMINER FACILITY <br />THIS IS AN INTERLOCAL AGREEMENT ("Agreement") by and between the MEDICAL <br />EXAMINER FOR THE 19TH JUDICIAL CIRCUIT ("ME"), the DISTRICT BOARD OF TRUSTEES OF <br />INDIAN RIVER STATE COLLEGE (the "Trustees"), and INDIAN RIVER COUNTY, MARTIN COUNTY, <br />OKEECHOBEE COUNTY, and ST. LUCIE COUNTY, political subdivisions of the State of Florida that <br />collectively constitute the 19th Judicial Circuit (the "Counties") (the ME, Trustees, and the <br />Counties will be collectively referred to as the "Parties"), for the purpose of locating, designing, <br />permitting and constructing a new facility for the ME. <br />WHEREAS, the Trustees own approximately 50 -acres of land located on Kirby Loop Road <br />in St. Lucie County that is currently occupied by the Treasure Coast Public Safety Training <br />Complex; and <br />WHEREAS, the ME has declared a need for a new medical examiner's office, as described <br />in and attached as Exhibit "A", to serve the residents of the Counties; and <br />WHEREAS, the Counties, on behalf of the ME, would like to receive by way of a long-term <br />lease, approximately 2 acres of Trustees owned land ("Property") for the construction of the and <br />operation of the new medical examiner's office and its related site improvements ("New <br />Improvements"); and <br />WHEREAS, the Parties recognize the benefit of the ME to the citizens of the Counties and <br />the students and faculty of Indian River State College; and <br />WHEREAS, Section 406.08(5), Florida Statutes, provides that autopsy and laboratory <br />facilities utilized by the district medical examiner or his or her associates may be provided on a <br />permanent or contractual basis by the counties within the district; and <br />WHEREAS, a Medical Examiner's Advisory Task Force that included representatives from <br />the Counties was created to review the ME's request for the New Improvements; and <br />WHEREAS, the Advisory Task Force has reviewed and supports the ME's request for a new <br />facility; and <br />WHEREAS, St. Lucie County is willing to serve as the contract manager in the procurement <br />process for the design and construction of New Improvements; and <br />WHEREAS, the Parties have determined that it is in the best interest of the health, safety <br />and welfare of the citizens of the Counties to support the design and construction of the New <br />Improvements as set out above. <br />
