Brown, County Administrator <br />Kristin Daniels, Director, Office of Management and Budget <br />FROM: Jennifer Hyde, Purchasing Manager <br />SUBJECT: Final Ranking of Consultants and Authorization to Negotiate for Design <br />Services for Emergency Operations Center Expansion (RFQ 2022062) <br />BACKGROUND: <br />On behalf of the Emergency Services and Public Works Departments, and in accordance with <br />Section 287.055, Florida Statute (Consultant's Competitive Negotiation Act), a Request for <br />Qualifications (RFQ) was issued for architectural design services for the expansion of current <br />Emergency Operations Center (EOC). The expansion involves a two-story (10,000 sf per floor) <br />expansion to the north side of the existing EOC. <br />The current single -story EOC was constructed in 2005-2007. Expansion is necessary to facilitate the <br />growth of the Emergency Management Services (EMS) to service the County by providing a <br />centralized location for EMS management staff, training areas, and storage for Fire Rescue <br />personnel. The expansion also provides for expanded EOC operations in the event of disasters <br />within Indian River County in order to enhance response and recovery times. <br />The new facility is anticipated to provide: <br />✓ Expanded restroom and shower facilities. <br />✓ A commercial kitchen including cooking surfaces, warmers, ovens, refrigeration and walk-in <br />freezer, dry goods storage areas and an expanded dining area capable of feeding 30 at a <br />time. <br />✓ An expanded computer server room (double the size of the existing) including UPS. <br />✓ Sleeping areas for male/female, dormitory style with half walls. <br />✓ Expand the existing warehousing on site to a minimum of 7,500 sf total. <br />✓ Second floor office space for Fire Department Training Bureau, administrative staff, and <br />Emergency Management staff. <br />✓ 2 conference rooms capable of handling 15 people each. <br />✓ Secure storage with limited access. <br />22 <br />
