M <br />approved the submittal' of an, application for Federal Transit <br />Administration Section 9 Grant;funds. Grants under the Section 9 <br />program are available for the plannihg acquisition, construction, <br />improvement, and operating costs 07""facilities,, equipment, and <br />associated capital and maintenance items used in mass <br />transportation service. <br />The total amount of federal grant funding provided to the county <br />through the Section 9 program is $476,072, of which $252,560 is for <br />capital expenditures, and $223,512 is allocated to operations. To <br />maximize the amount of grant funds available for transit funding, <br />matching funds are provided by Indian River County, the City of <br />Vero Beach, and the Florida Department of Transportation. <br />While only public agencies may be designated recipients and apply <br />for Section 9 funds, a private nonprofit provider may receive <br />Section 9 funds through a designated recipient. In such cases, a <br />designated recipient applies for funds on behalf of the private <br />provider. Consistent with this allowance, the Indian River County <br />Council on Aging prepared a Section 9 Grant application for <br />submittal by -the Board of County Commissioners. In addition to the <br />Section 9 grant funds, the state of Florida is providing match <br />money through a Public Transit Block Grant. The County will pass <br />through the grant funds to the Indian River County Council on <br />Aging, Inc. for continuation and expansion of public transportation <br />services. <br />ANALYSIS <br />To accomplish the transfer of grant funds from Indian River County <br />to the Council on Aging, staff is presenting for the Board's <br />approval two draft transit agreements between the County and the <br />Council. Attachment 1 is an agreement to transfer transit grant <br />funding from the County to the Council on Aging. Attachment 2 is <br />an agreement to ensure that the Council on Aging meets specific <br />transit capital grant requirements. <br />Agreement for Transfer of Transit Grant Funding <br />In order to pass through transit grant funding to the Council on <br />Aging, an agreement is necessary. The attached agreement for <br />transfer of transit grant funding is similar to a 1994 agreement. <br />which was executed for the FY 1994/95 Section 9 grant. This <br />agreement provides for the County to bill grant funding providers <br />and reimburse expenses to the Council on Aging. As part of the <br />agreement, the Council on Aging -is required to continue transit <br />services, increase service routes and availability of service, and <br />begin a pilot project for seasonal Saturday variable fixed route <br />service. In addition, the agreement makes the Council on Aging <br />responsible for all applicable transit grant requirements, and <br />provides that the Council on Aging will adhere to federal, state, <br />and local regulations that affect transit grant funds. <br />Agreement for Transit Development Block Grant Capital JPA <br />One of the sources of matching funds for the Section 9 grant is a <br />state Transit Development Block Grant. The state Block Grant <br />requires that the County be a signatory to a Joint Participation <br />Agreement (JPA) for Public Transportation Funding; the County has <br />already approved a JPA for operations funding, and is considering <br />a JPA for the capital portion of, rthe Transit Development Block <br />Grant at the January 23, 1994 Board meeting. <br />31 <br />January 23, 1996 Bou 9 7Fa F 148 <br />
