In addition to the agreement for the County tq transfer grant funds <br />to the Council on Aging, staff is presenting for the Board's <br />approval a draft agreement that'ihcludes requirements specific to <br />grant funding for capital tranplt•<projects. Staff developed the <br />separate agreement for the Transit Development Block Grant Capital <br />JPA because the regulations for�both state and federal transit <br />capital grants impose requirements on-grant recipients that are in <br />addition to the requirements of operations grants. <br />To ensure that both the County and the Council on Aging adhere to <br />the requirements associated with transit capital projects, the <br />agreement for the Public Transit Block Grant Capital JPA extends <br />all applicable grant requirements to the Council on Aging. In <br />accordance with that agreement, the Council on Aging must obtain <br />approval of the County prior to expending capital grant funds, keep <br />detailed records of grant expenses for capital items, follow <br />procedures for the maintenance and:. disposition of capital items <br />acquired with grant funds, comply with disadvantaged business <br />enterprise policies, and submit periodic progress reports to the <br />County. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve the <br />attached agreements between Indian River County and the Indian <br />River County Council on Aging, and authorize the Chairman to <br />execute the referenced agreements. <br />Attachments <br />1. Indian River County and Indian River County Council on Aging <br />Agreement (for Transit Development Block Grant Capital JPA) <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, the Board unanimously approved <br />the Memorandum of Agreement (for transfer of transit <br />grant funding) and an Agreement (for Transit <br />Development Block Grant Capital JPA) with Indian <br />River County Council on Aging, as recommended in the <br />memorandum. <br />Community Development Director Bob Keating pointed out for the <br />record that the effective date for the first of these agreements <br />will be retroactive to October 1, 1995. <br />AGREEMENTS PLACED ON FILE <br />IN THE OFFICE OF THE CLERK TO THE BOARD <br />32 <br />January 23, 1996 <br />
