Keating, AICP A'AK <br />Community Development Director <br />DATE: January 21 1996 <br />SUBJECT: REQUEST TO ENTER INTO A PUBLIC TRANSPORTATION JOINT <br />PARTICIPATION AGREEMENT WITH -THE FLORIDA DEPARTMENT OF <br />TRANSPORTATION <br />It is requested that the data herein presented be given formal <br />consideration'by the Board of County Commissioners at their regular <br />meeting of January 23, 1996. <br />DESCRIPTION & CONDITIONS <br />At the September 19, 1995 Board ofrCounty Commissioners meeting, <br />the Board approved the submittal ,of an application for Federal <br />Transit Administration Section 9 Grant funds. The County will pass <br />through the grant funds to the *'-,Indian Rivgr County Council on <br />Aging, Inc: for continuation and expansion 6f public transportation <br />services. As approved'by the BoaiFd of County Commissioners, the <br />grant application proposes matching. unds for the Section 9 grant <br />from Indian River County, the; City., of Vero, Beach, and a State <br />Public Transit Block Grant. <br />Enacted by the Florida Legislature to provide a state -based source <br />of funding for public transit, state Public Transit Block Grant <br />funds are awarded to those public transit providers eligible to <br />receive funding from the Federal Transit Administration's Section <br />9 and 18 programs and to Community Transportation Coordinators. To <br />receive the Public Transit Block Grant, a recipient must enter into <br />a Joint Participation Agreement (JPA) with the Florida Department <br />of Transportation (FDOT). At its December 12, 1995 meeting, the <br />Board of County Commissioners reviewed and approved a Joint <br />Participation Agreement for the operating expenses portion of the <br />Block Grant. <br />Recently, FDOT prepared the JPA document for the capital portion of <br />the block grant. The capital JPA is similar to the operations JPA <br />previously reviewed and approved by the Board. A copy of the <br />proposed JPA is available for review in the offices of the Board of <br />County Commissioners. <br />The total amount of Indian River County's Public Transit Block <br />Grant is approximately $111,.000, including $31,570 provided through <br />the JPA for capital expenses and $79,430 provided through the JPA <br />for operations funding. <br />33 <br />January 23, 1996 <br />BOOK 9 7 PAF 150 <br />
