6. Maximum Lot/Homesite Area: Allowed: 1 acre <br />Proposed: 1 acre <br />7. Open Space: Required: 60% <br />Provided: 83% <br />S. Traffic Circulation: All 9 tracts will use the internal <br />subdivision -road for access. This road will be constructed as <br />a stabilized, unpaved road. The LDRs allow such a road to be <br />unpaved, since the subdivision is private, generates less than <br />100 daily trips, and is located outside the urban service <br />area. The traffic engineering division has reviewed and <br />approved the roadway layout. <br />9. Stormwater Management: <br />The public works department <br />has <br />reviewed <br />and approved <br />a conceptual stormwater plan. <br />A <br />detailed <br />engineering stormwater plan will be reviewed <br />and <br />approved <br />as part of the <br />land development permit review <br />and <br />approval <br />process. <br />10. Utilities: The project will have on-site well and septic <br />tanks for each tract. These utility provisions have been <br />approved by the Department of Utility Services and the <br />Environmental Health Department. <br />11. Dedications and Improvements: Presently, 30' of right-of-way <br />exists for 21st Street S.W. The applicant will be required to <br />dedicate additional right-of-way to bring the road up to the <br />60' local road standard, which will require a 30' dedication <br />strip for 21st Street S.W. All of the future road right-of- <br />way for 21st Street S.W: will need to come from this property <br />since there is a Indian River Farms Canal on the north side of <br />21st Street S.W. Such a dedication will not be compensated. <br />The applicant is negotiating with the public works department <br />regarding the possible acquisition of extra right-of-way, <br />above and beyond the 60' local road standard. Such additional <br />right-of-way is compensable and its acquisition will not <br />affect the proposed plan design. <br />Since the proposed development is a low traffic <br />generator/attractor and is outside of the -urban service area, <br />the applicant is not required to provide paved access to the <br />project from '58th Avenue. Also, no sidewalk or bikeway <br />improvements are required, and none are provided. <br />12. Concurrency: The applicant has obtained a conditional <br />concurrency certificate which satisfies concurrency <br />requirements related to the special exception use and <br />preliminary PD plan requests. Prior to receiving a land <br />development permit waiver, the applicant will be required to <br />obtain an initial concurrency certificate or execute a <br />concurrency acknowledgment form.. Therefore, all concurrency <br />requirements related to special exception use and preliminary <br />PD plan approval have been satisfied. <br />13. Environmental- issues: Since the project is over 5 acres in <br />size, the native upland community set-aside requirement <br />applies. Based upon an inspection of the site by the county's <br />environmental planning staff, staff has determined that, <br />although there are some native plants on site, there is no <br />actual native upland plant community. Therefore, no upland <br />set-aside is required. <br />There is a small isolated wetland on the subject property <br />which will be impacted by the proposed development.
