BOOK 97 pn ,99 <br />Clustering can be accomplished in different ways. One approvable <br />clustering concept •creates 115 acre" tracts, each with a <br />specifically defined building envelope (homesite). Such tracts can <br />be laid out so as to cluster the homesite areas in close proximity <br />to one another or in close proximity to a land feature or roadway: <br />Under such a design, each 5 acre tract could be individually owned. <br />This concept has been used in the design of the Trails End <br />Subdivision layout. Another approvable concept clusters the lots <br />in a more standard subdivision layout of 1 acre or smaller lots and <br />creates 1 large tract which could be separately or commonly owned <br />and limited to open space (agriculture or preservation). <br />•PD Project Process <br />As a PD project, the process involved in review and approval of <br />this proposal is as follows: <br />Approval Needed Reviewing Body <br />1. Conceptual Plan/Special Exception PZC & BCC <br />2. Preliminary PD PZC <br />3. Land Development Permits or Waiver Staff <br />4. Final PD (plat) BCC <br />The applicant is now requesting approval of the first two steps. <br />If approved by the Board of County Commissioners, the applicant <br />will need to obtain a land development permit for the required PD <br />improvements. <br />*Planning and Zoning Commission Action <br />At its meeting of January 11, 1996, the Planning and Zoning <br />Commission voted unanimously (6-0).to approve the preliminary PD <br />plan subject to Board of County Commissioners approval of the <br />special exception use. The Commission also recommended approval of <br />the special exception use with a condition that a 50' setback from <br />the east and south property lines for all structures be required. <br />Such a setback is incorporated into staff's recommendation at the <br />end of this report and is consistent with the submitted preliminary <br />PD plan, which shows 80'-110' perimeter setbacks. Also, the <br />Planning and Zoning Commission had some discussion of prohibiting <br />the cultivation of host plants for the Caribbean Fruit Fly within <br />the Trails End project. However, no specific recommendation on <br />that issue was attached to the Commission's motion (see attachment <br />#5). <br />ANALYSIS: <br />1. Size of PD Area: 45.99 acres (including area to be dedicated <br />for right-of-way) <br />2. Zoning Classification: A-11 Agricultural (up to 1 unit per 5 <br />acres) - <br />3. Land Use Designation: AG -1, Agricultural (up to 1 unit per 5 <br />acres) -- <br />4. Density: .19 units per acre (1 unit per 5.11 acres) <br />S. Minimum Tract Size: Required: 200,000 sq. ft. <br />Provided: 200,158 sq. ft. <br />28 <br />FEBRUARY 6, 1996 <br />
