RESOLUTION NO. 2023- 002 <br />A RESOLUTION OF THE BOARD OF <br />COUNTY COMMISSIONERS OF INDIAN <br />RIVER COUNTY, FLORIDA, AUTHORIZING <br />THE COUNTY UTILITIES DIRECTOR OR HIS <br />DESIGNEE, ON BEHALF OF THE BOARD <br />OF COUNTY COMMISSIONERS, TO <br />EXECUTE CERTAIN LIEN DOCUMENTS <br />RELATING TO PAVING ASSESSMENTS, <br />INCLUDING SATISFACTIONS AND <br />RELEASES UNDER CHAPTER 206 OF THE <br />CODE OF INDIAN RIVER COUNTY. <br />WHEREAS, Chapter 206 of the Code of Indian River County as well as <br />Resolution 81-27, provide for the method of assessing property for improvements made <br />by the County as well as the method of collecting said assessments; and <br />WHEREAS, the assessments are legal, valid, and binding first liens against the <br />property until said time that the assessment is paid in full; and <br />WHEREAS, whenever any of the street paving assessments are paid off, the <br />County provides a satisfaction and or release of the lien to the property owner; and <br />WHEREAS, it is beneficial to streamline the process by authorizing someone to <br />sign the lien related documents on behalf of the Board of County Commissioners; and <br />WHEREAS, the County Utilities Director has been previously authorized to sign <br />on behalf of the Board of County Commissioner concerning other categories of lien <br />documents; and <br />WHEREAS, the signing authority for the lien release is ministerial in nature, <br />
