BOOK 97 PAGE 277 <br />Regional Wastewater Treatment Plants. By constructing this <br />interconnect, we can delay the cost of expanding the North Regional <br />Plant through the year 2001±. - To accomplish this, for a portion of <br />the force main route, we propose to utilize an existing 8 -inch <br />effluent line, which currently runs from the North Regional Plant <br />to Sandridge Golf Course. The 8 -inch effluent line is due to be <br />upsized to a 12 -inch effluent line per the Master Plan, and <br />construction of the new 12 -inch effluent line will be included as <br />part of this project. At the same time, we must install a new line <br />from the canal right-of-way to the effluent receiving pond at <br />Sandridge as we have been utilizing an existing irrigation line, <br />which the golf course now needs to have solely dedicated to their <br />irrigation pumping needs. From the Sandridge Golf Course south, we <br />will construct a new 8 -inch wastewater force main, which will <br />connect to an existing main at the Hawk's Nest Golf Course for <br />conveyance of wastewater to the Central Regional Plant. For <br />details of the Brown and Caldwell analysis, please see the attached <br />letter of recommendation. The engineer for this project will be <br />Carter Associates, Inc., as per our engineering selection and <br />contract rotational procedures. (For details of the proposed <br />contract, please see attached.) <br />ANALYSIS <br />The estimated project construction cost is $685,500.00. The <br />negotiated proposed engineering costs with Carter are as follows: <br />1) Basic design services $43,000.00 <br />2) Inspection 19,000.-00 <br />3) Survey 11,135.00 <br />4) Soils 1,580.00 <br />5) Public meetings, etc. for Indian River 4.500.00 <br />Farms <br />Total $79,215.00 <br />Contingency* 7,500.00 <br />* To be authorized by the Utilities Director if required. <br />The majority of the route of this project is within the Indian <br />River Farms rights-of-way, and as a result, the District has placed <br />some additional requirements on the project as follows: <br />1. The County/Engineer must hold a public meeting for all _- <br />property owners along the route (approximately 19 parcels). - <br />(See item 5 under engineering costs for Carter.) <br />2. The County must provide to the District a "monumented" as - <br />built survey along the District's right-of-way of all existing <br />utilities prior to the District issuing a construction permit. <br />The cost of the "monumented" survey is in excess of $10,000.00, and <br />per our survey contracts, any surveying services over $10,000.00 <br />must be negotiated with our No. 1 selected surveyor, Masteller, <br />Molar and Reed, Inc. The staff has negotiated a cost of the <br />monumented as -built at $10,825.00. Please see the proposed <br />contract with Masteller, Molar and Reed, which is attached. <br />RE902-MMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve this project and associated <br />engineering and survey contracts as presented. <br />16 <br />February 13, 1996 <br />
