40 <br />• <br />the development and implementation of management: programs to advise <br />wise use of the land and water resources of the coastal zone giving <br />full consideration to ecological, cultural, historic, and aesthetic <br />values as well as to needs for economic development; and <br />WHEREAS, the Florida Department of Environmental Regulation has <br />a mandated responsibility to be primarily ecologically concerned which <br />in turn represents a potential conflict to the Coastal Zone Management <br />Act's intent to ensure a balance between the ecological and economic <br />concerns within the coastal zone areas; and <br />WHEREAS, the Governor's Task Force on Development of a State <br />Organizational Structure for Coastal Zone Management established to <br />review the organization status of the State of Florida's Coastal <br />Zone Management Program, dial not directly solicit input from the local <br />and regional agencies presently charged with developing Coastal Zone <br />Management Programs for their locales and regions. <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA, that the Board strongly recommends that <br />the Governor ensure the continuity of the State of Florida's Coastal <br />Zone Management Program through the guarantee of State cooperation <br />with local and regional agencies, the guarantee of a proper balance <br />between regulation and certification, and the guarantee of a proper balance <br />between ecological and economic concerns, by maintaining the control of the <br />program within the assigned responsibilities of the Florida Department of <br />Natural Resources. <br />DONE, ORDERED AND ADOPTED, in Regular Session this 23rd day <br />of March 1977. <br />.ATTEST:AP <br />_ <br />Freda Wright, Cler <br />BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA <br />William C, Wodtke, A. <br />Chairman <br />
