Exhibit A - Proposal for Master Plan Study <br />Architectural/Engineering Services shall be provided to prepare a Master Plan Study for a Proposed <br />stand-alone 2 -Story Addition to the existing Emergency Operations Center and a Single -Story Addition <br />to the existing On -Site Warehouse both located at 4225 43rd Avenue in Vero Beach, FL. The Master Plan <br />Study shall consist of Programming/Program Verification, Schematic Design Floor Plan and Elevations, <br />Conceptual Site Plan, Conceptual Cost Estimate/Narratives and Geotechnical Subsurface Engineering <br />Report. <br />The Scope of Work is as follows: <br />Programming/Program Verification <br />• Conduct an initial project kick-off meeting to discuss the goals and objectives, strategies, review <br />of any existing construction documentation, if relevant, and setting up a structure for collecting, <br />analyzing, and organizing information collected through a series of meetings with the Architect, <br />MEP Engineers, County staff/end users and all Stakeholders to establish the Programmatic <br />Requirements for the Master Plan Study. <br />• Gathered and organized all the information and put into a Space Requirements Chart that defines <br />the spaces and their sizes for the County. <br />• Work with the County, Stakeholders, and its Representatives, who are responsible for the <br />construction and those who must supply approvals as the project moves forward, to prepare a <br />detailed work plan and schedule, identifying milestone dates and specific task responsibilities, <br />including any review and approval periods requested by the County and Regulatory Agencies <br />approvals prior to moving into the Schematic Design Document Phase. <br />• Schedule and conduct a review meeting with County for the purpose of presenting the <br />Programming for review and approval. <br />Conceptual Floor Plans and Elevations <br />• Based on the Final Programmatic Requirements, develop Conceptual Floor Plan and Elevations <br />based on the Approved Programmatic Requirements of the County. <br />• Develop Conceptual Building Sections for Coordinate of the Floor and Roof Framing Systems <br />with the Structural Engineer for the stand-alone 2 -Story Addition to the existing Emergency <br />Operations Center. <br />• Schedule and conduct review meetings with Owner for the purpose of presenting the Conceptual <br />Floor Plan and Elevations for review and comment. <br />• Finalize preferred Conceptual Floor Plan and Elevations based on feedback and review with <br />County for Approval <br />Conceptual Site Plan <br />• Based on the above Final Programmatic Requirements and Conceptual Floor Plan, develop a <br />Conceptual Site Plan based on the, laying out the building footprint on the project site taking into <br />consideration; vehicular access, setbacks, green space/landscaping requirements, topography, <br />stormwater retention area, water and sewer availability, electrical/telephone service, zoning <br />requirements, FAA regulations for flight path versus building height, location, and <br />communication towers, etc. <br />• Schedule and conduct a review meeting with County for the purpose of presenting the Conceptual <br />Site Plan for review and approval <br />
