Lieske, Director of Utility Services <br />Prepared by: Richard Meckes, Utilities Operations Manager <br />Subject: Change Order 2 to TLC Diversified, Inc., for the South Water Treatment Plant Membrane <br />and Retrofit Project <br />Background/Analysis: <br />On June 15, 2021, the Board of County Commissioners (BCC) awarded the bid to TLC Diversified (TLC) for <br />the South Water Treatment Plant (SWTP) Membrane and Retrofit Project in the amount of $10,665,515.65. <br />On August 16, 2022, Change Order No. 1 was executed for $483,563.83, bringing the project total to <br />$11,149,079.48. During the construction phase of this project, staff was made aware of deficiencies related <br />to components of the treatment plant that were not originally part of the project. The components that <br />are deficient are three (3) malfunctioning 14 -inch valves and a leaking 18 -inch transfer pipe. The County's <br />Engineer of Record on the project, Kimley-Horn and Associates (KHA), recommended replacement of the <br />deficient components to ensure they are updated along with the rest of the upgrades to the plant. <br />To accomplish the replacement of the three (3) malfunctioning 14 -inch valves that are beyond their useful <br />life, and to make the emergency repair to the leaking 18 -inch transfer pipe, the contractor will install two <br />(2) line stops that will be required on the existing high service pump suction line. The line stops on the 14 - <br />inch line and the 30 -inch high service pump suction line are required to ensure that the SWTP can remain <br />in service during the construction and replacement of the malfunctioning 14 -inch valves. The removal of <br />the buried concrete vault that is in conflict with the 30 -inch line will also take place. This change order in <br />the amount of $150,020.17 will bring the total project cost to $11,299,099.65. <br />Funding: <br />Funds in the amount of $150,020.17 are required for this change order and the expense will be <br />reflected in the Utilities/WIP/South R/O Membranes & Retrofit account, number 471-169000-19503. <br />Since this is an operating fund capital project, the funds for the change order will come from fund <br />balance.
