ALTERNATIVES AND ANALYSIS <br />Since the final assessment to the benefitted owners is less than the preliminary assessment <br />roll, the only alternative presented is to approve the final assessment rolls. <br />RECOMMENDATION <br />It is recommended that the final assessment roll and the "As -Built Resolutions" for the <br />paving of theabove. mentioned roads be approved by the Board of County Commissioners <br />and that it be transferred to the Tax Collector for recording in the "Assessment Lien Book" <br />and for collection. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously (4-0, <br />Commissioner Macht being temporarily absent) adopted <br />Resolution No. 96-33 certifying "as -built" costs for <br />certain paving and drainage improvements to 14th <br />Street east of U.S. #1, designated as Project No. <br />9223, and other construction necessitated by such <br />project, as recommended by staff. <br />As -Built (Fourth Reso.) 2/7/96(ENG)RES4.MAG\gfk <br />RESOLUTION NO. 96- 33 <br />A RESOLUTION OF INDIAN RIVER COUNTY CERTIFYING <br />"AS -BUILT" COSTS FOR CERTAIN PAVING AND DRAINAGE <br />- IMPROVEMENTS TO 14TH STREET EAST OF U.S. #1, <br />DESIGNATED AS PROJECT NO. 9223, AND OTHER <br />CONSTRUCTION NECESSITATED BY SUCH PROJECT; <br />PROVIDING FOR FORMAL COMPLETION DATE, AND DATE FOR <br />PAYMENT WITHOUT PENALTY AND INTEREST. <br />WHEREAS, the Board of County Commissioners of Indian <br />River County determined that the improvements described herein <br />specially benefited the property located within the boundaries as <br />described in this title, designated as Project No. 9223, are in <br />the public interest and promote the public welfare of the county; <br />and <br />WHEREAS, on March 21, 1995, the Board held a public <br />hearing in the Commission Chambers at which time the owners of <br />the property to be assessed were afforded an opportunity to <br />appear before the Board to be heard as to the propriety and <br />advisability of making such improvements; and <br />WHEREAS, after such public hearing was held the County <br />Commission adopted Resolution No. 95-47, which confirmed the <br />special assessment cost of the project to the property specially <br />46 <br />March 5, 1996 BOOK 97 F -Au 470 <br />
