Kea i , AIC <br />Community Devel pment 'rector <br />THROUGH: Sasan Rohani, AICP <br />Chief, Long -Range Planning <br />FROM: John Wachtel /W <br />Staff Planner, Long -Range Planning <br />DATE: March 11, 1996 <br />RE: COUNTY INITIATED REQUEST TO AMEND THE TRAFFIC CIRCULATION <br />ELEMENT AND THE CAPITAL IMPROVEMENTS ELEMENT OF THE <br />COMPREHENSIVE PLAN. <br />PLAN AMENDMENT NUMBER: CPTA 95-07-0133 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of March 19, 1996. <br />DESCRIPTION AND CONDITIONS <br />On February 13, 1990, Indian River County adopted its comprehensive <br />plan. As required by state law, all development activities must be <br />consistent with the comprehensive plan, and all county activities <br />must conform to plan policies. Occasionally, the plan must be <br />updated to reflect the latest and best available information and to <br />address changed conditions. Additionally, the plan must <br />periodically be reviewed and revised in order to reflect the <br />community's changing needs and desires, as well as changes to state <br />law and requirements. For those reasons, the county has initiated <br />this amendment. <br />Recently, staff determined that two elements of the plan need to be <br />revised. The affected elements are the Traffic Circulation Element <br />and the Capital'Improvements Element. <br />The proposed additions and deletions to the plan are shown on <br />attachment 2. In this attachment, deletions are indicated by <br />strike throughs, while additions are shown as underlined. Maps and <br />Tables are labeled as either existing or_ proposed. <br />O%VV "-i �5, ����, the Planning and Zoning Commission voted 4-1 <br />to recommend that the Board of County Commissioners transmit the <br />Proposed amendment, with one modification, to the State Department <br />of Community Affairs (DCA) for their review. The modification <br />recommended by the Planning and Zoning Commission involves the <br />proposed changes to the Capital Improvements Element. While the <br />amendment, as proposed to the Planning and Zoning Commission, would <br />have allowed up to a three year period between the issuance of a <br />Certificate of Occupancy (CO) for a development project and the <br />construction of roads needed to serve that development, the <br />71 <br />March 19, 1996 booK 97 F'� rF fti <br />
