RESOLUTION NO. 82-1 <br />RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA REQUESTING A <br />FULL REVIEW OF THE FUNDING AND SERVICE ALLOCATION <br />PRACTICES OF MENTAL HEALTH BOARD NO. 9 INC. <br />WHEREAS, the Board of County Commissioners of Indian <br />River County was advised by the Executive Director of Mental Health <br />Center, Inc. that the Center would have to close its fifteen (15) <br />bed inpatient unit due to inadequate funding, and <br />WHEREAS, the County Commission has now learned that after <br />repeated requests for assistance from Mental Health Board No. 9, <br />Inc. and the State Department of Health and Rehabilitative Services <br />additional funds became available for the temporary continuation of <br />inpatient services, and <br />WHEREAS, the distribution of inpatient care in the five (5) <br />County area is inequitable; the fifteen (15) bed facility serves four <br />(4) Counties while three (3) inpatient receiving facilities exist <br />and serve Palm Beach County with a one hundred and sixty (160) bed <br />capacity, and <br />WHEREAS, the inadequate distribution of these services place <br />additional burdens on the governmental bodies in the four (4) County <br />area causing the expenditure of tax funds for patient transportation <br />and supervision in route, and <br />WHEREAS, the Mental Health Board No. 9, Inc. should dis- <br />charge its funding and service allocation responsibilities in such <br />a manner as to equitably distribute the services to all the residents <br />that provide tax dollars to operate the programs, and <br />WHEREAS, it appears that the per capita allocation of <br />State Funded Mental Health Treatment Beds is weighted in favor of <br />Palm Beach County to the detriment of the remaining four (4) Counties, <br />and <br />WHEREAS, it appears that the District Board has utilized <br />discretionary State funding for institutional care in FY '81-'82 <br />in the amount of $4.57 per capita in Palm Beach County and only $1.99 <br />per capita in the remaining four (4) Counties,* and <br />-1- <br />
