Mr. Linn noted that they have received several offers from <br />individuals volunteering their time to plan and work on <br />constructing the project. A few contractors have said they will <br />help build the buildings and a few contractors have said they will <br />donate materials as well as help with the construction. <br />In response ...to a questionnaire, quite a few people have - <br />expressed an avid interest in competition shooting, which is good <br />because if we can get the National Rifle Association (NRA) <br />interested, perhaps they will contribute their expertise in <br />building the range. <br />Mr. Linn advised that they feel that people should pay a <br />certain amount to go out and use the range. They feel people would <br />be willing to pay a yearly fee if they were residents of the county <br />and could go in whenever they wanted. Winter residents could pay <br />a daily rate. However, shooting would be limited to 2 hours for $4 <br />after which people would be required to relinquish their turn to <br />someone else. They feel that is pretty reasonable. Mr. Linn noted <br />that they have a gentleman who shoots in competition from a <br />wheelchair and a 16 -year old girl who holds a championship in <br />marksmanship. <br />At Mr. Linn's request, about 35 people in the audience stood <br />up to show their support of building a gun range on land north of <br />CR -512 and east of I-95. <br />John Olbermann, 1950 South U.S. #1, wished to reinforce Mr. <br />Linn's comments and wished to read the following statement into the <br />record: <br />John Olbermann <br />1950 South U S One #84 <br />Vero Beach FL 32962-7258 <br />407-770-0294 <br />The following two pages contain a revised proposal for an Indian River <br />County shooting range. They supercede the previous proposal last presented <br />June 28, 1994 before the County Commissioners; the first proposal having <br />been presented in early 1992. <br />Since we don't know where or how a range might be situated within a <br />possible parcel, a master plan is not feasible at this time. Procurement <br />of the recommended parcel needs to be accomplished first, before aerial <br />photographs, pictures of other shooting ranges and price lists,(costs) <br />material and manufacturer's product descripions, etc., are obtained. <br />The next step is to start the planning phase by developing an overall <br />master plan compatible to the topography, environment and other. <br />considerations. The National Rifle Association's Range Department publishes <br />a fine manual which should be exploited in the contemplated construction <br />of an outdoor range. On-site evaluation precedes the design of a range <br />project bearing in mind that safety is and must always be a prime <br />consideration.
