It is open to suggestions, <br />recommendations, deletions or contributions. <br />I have always felt that to whatever extent is possible, a range should <br />be built step by step with citizen volunteer labor. In a questionnaire that <br />I prepared in the Spring of 1994, 87 per cent of respondents from Indian <br />River County, indicated they would volunteer for such work. Volunteerism <br />toward a goal creates cohesiveness, belonging, ownership, responsibility <br />and pride. <br />Indian River County population for last year was 100,250. There were <br />593,600 tourists last year. Of these, 36,000 were foreign tourists. County operated 250 acre comprehensive, year-round shooting range. The <br />range could be centrally located using the surrounding acreage as a buffer <br />zone. It would keep noise and traffic to a minimum, and the buffer zone <br />would effectively isolate the range. <br />2. Plinking, general target and competition shooting using pellet guns, hand <br />guns, black powder guns, shotguns, and rifles to high power rifle (1000 <br />yards). <br />3. Firearm orientation, safety, usage and self-defense education program. <br />4. A "Hogan's Alley" /"Survival City", primarily, but not restricted, to <br />law enforcement or miliary personnel usage. <br />5. Manufactured housing, chosen for its relocatability feature, for resident <br />security and/or Range Officer(s). <br />6. Covered concrete stations with generous overhangs. <br />7. Controlled lighting for night shooting. <br />8. Observation areas behind firing lines. <br />9. Picnic area, ramada-type with concrete tables similar to Vero Beach <br />Riverside Park facilities. <br />10. Supervised children's activity area. <br />11. Future recreation vehicle (RV) area. Including electric, potable water <br />and sewer connections. <br />12. Portable toilets.
