CHASTE <br />AND STAFFED MANAGER OF AS MENT PROJECTS <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: PETITION WATER SERVICE <br />129TH STREET (A PORTION OF INDIAN RIVER ACRES <br />SUBDIVISION) BETWEEN OLD DIXIE AND RIVERSIDE DRIVE <br />INDIAN RIVER COUNTY PROJECT NO. UW -96 -05 -DS <br />BACKGROUND <br />A petition has been received from the residents of 129th Street, an <br />area between Old Dixie and Riverside Drive, Sebastian, requesting <br />the County to provide water service. We are now coming to the <br />Board of County Commissioners to seek approval to begin design of <br />the above-mentioned project. (See attached petition and plat map.) <br />ANALYSIS <br />Within the project area, there are 13 lots owned by 11 owners. The <br />owners of 8 of the lots (61.5%) have signed the attached petition. <br />A prior petition for sewer service was signed by owners of 11 of <br />the 13 lots in March 1995. Between October and December 1995, all <br />of the owners signed the utility easement needed to construct this <br />system. The sewer project for this neighborhood was approved at a <br />public hearing on February 27, 1996. The project will be completed <br />later this year. Although there have been fewer signatures <br />obtained for this petition, the petitioner says none of the owners <br />will oppose the proposed project. These are second homes for many <br />of the owners, who are not always in residence. <br />The attached map displays the area to benefit from the assessment <br />project. This project is to be paid through the assessment of <br />property owners along the proposed water line route. In the <br />interim, financing will be through the use of impact fee funds. <br />Design services..will be provided by the Department of Utility <br />Services. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends approval <br />of the above -listed project authorizing the Department to proceed <br />with the design engineering work in preparation for the special <br />assessment. <br />36 <br />MARCH 26, 1996 <br />
