-3- <br />relation to the area being serviced, for the specific purpose of <br />making recommendations to the Board of County Commissioners on <br />® <br />annual funding levels to each participating library. <br />C. Evaluate the adequacy and ability of exising library <br />® <br />facilities to satisfy the demand for library services, for the <br />purpose of making recommendations to the Board of County <br />Commissioners on extending or expanding library service facili- <br />ties, whether by capital improvement, additional funding to exist- <br />ing participating libraries, or some other feasible means. <br />D. Evaluate and critique from time to time the overall <br />organization or system which provides library services, for the <br />purpose of recommending to the Board of County Commissioners <br />alternatives or improvements in the system. By this provision, it <br />is intended that the advisory board shall evaluate their own per- <br />formance, together with the propriety and effectiveness of the <br />advisory board --County Commission --participating library arrange- <br />ment envisioned by this resolution. <br />E. Throughout the pursuit of the preceding objectives and <br />duties, the advisory board shall strive to encourage and foster <br />inter -library cooperation, recognizing the inherent independence <br />which may presently exist between existing library associations. <br />IV. CHAIRPERSON AND VICE -CHAIRPERSON <br />At its first meeting, and annually each January there- <br />after, the advisory board shall elect from its own membership a <br />chairperson and vice -chairperson who shall assume the duties <br />customary to those offices. The chairperson may appoint other <br />officers and such committees as deemed necessary from time to <br />time, provided that at least one advisory board member shall serve <br />on any such committee established. <br />V. MEETINGS; RECOMMENDATIONS <br />Meetings of the advisory board shall be conducted in <br />open public session in accordance with applicable Sunshine Law <br />provisions. Meetings shall be conducted on an informal basis, but <br />in accord with reasonable parliamentary procedure. The advisory <br />board may establish and adopt rules of order or by-laws as it <br />deems necessary. A quorum shall consist of any four members of <br />-3- <br />
