Comprehensive Plan Capital Improvements Element <br />FY Ending <br />Spring Training Facility <br />Revenue Bonds <br />2001 Series 4.87% <br />$16,810,000 <br />Total <br />$189,000 <br />Balance <br />$0 <br />Source: Indian River County Office of Management and Budget. <br />Fiscal Assessment Summary <br />This section provides an analysis of the County's revenues and expenditures for its capital <br />improvement needs for the five-year period beginning in FY 2022/23 and ending in FY 2026/27. <br />While Appendix A details all of the capital improvement projects for the next five fiscal years for <br />each individual comprehensive plan element by cost, timeframe, and revenue source(s), Table 6.7 <br />provides general revenue projections for the County through fiscal year 2026/27. As shown in Table <br />6.7, the County will generate $2,402,418,565 in revenues from general funds, enterprise funds, and <br />internal funds from fiscal year 2022/23 to fiscal year 2026/27. Sources of those funds include sales <br />taxes, property taxes, grants, impact fees, and other revenues. The funding needed for the capital <br />improvements listed within Appendix A will come from that $2,402,418,565. <br />Overall, the County will have enough revenue to cover the costs associated with the five year capital <br />improvements program. For all projects contained within the County's Capital Improvements project <br />list, the total estimated cost is $444,384,250 for the next five fiscal years. This is 18.49% of the <br />overall general fund revenues for the same time period. <br />Concurrency Management Plan <br />To ensure that level -of -service standards are maintained, it is necessary to have a system in place that <br />provides the criteria for measuring facility capacity, assessing development demand on applicable <br />facilities, and monitoring service levels for applicable facilities. That system will set the parameters <br />for issuing development orders consistent with level -of -service standards. <br />While this concurrency management plan sets policies and establishes a process, the specific <br />application of this system is through the County's land development regulations. As per state <br />requirements, those regulations define the details of the concurrency management system and <br />establish its administrative requirements. The major purpose of the concurrency management system <br />is to detail the specifics of implementing the County's level -of -service standards.
