She agreed that people like to have homes near <br />a school, but stressed they also desired buffering from the <br />schools. <br />William Roolage, 11 Vista Gardens Trail, concerned taxpayer, <br />spoke against the purchase of the property. He recalled that the <br />snail darter had stopped the construction of a dam by the Tennessee <br />Valley Authority, and that about 15 years later, the snail darter <br />was found in another Tennessee county. He was discouraged that the <br />$26 million bond issue was "burning a hole i -n our pocket." He <br />felt we were going overboard on the endangered species <br />preservation. <br />Doyle Vernon, 2324 1st Place S.W., wondered how much scrub jay <br />property Indian River was supposed to have for this endangered <br />species to get the Fish & Wildlife to have a little common sense. <br />Mr. DeBlois advised that there are a few thousand acres of <br />scrub habitat left in the county and Fish & Wildlife had indicated <br />to County staff that there are a few hundred acres that warrant <br />full protection through acquisition; this 46 -acre project is one of <br />the core areas. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Bird to approve staff recommendation as <br />it pertains to just this block of property (56 lots <br />of AGC) . <br />Under discussion, Commissioner Macht asked if that included <br />the investigation of the public rights-of-way and the seller not <br />resisting the abandonment of roads. <br />Commissioner Bird also wanted staff to go back and have more <br />discussion with Fish & Wildlife about having these 56 lots suffice, <br />mainly because we've got a real maintenance and management problem <br />on the scattered configuration of the remainder of the lots. <br />Chairman Adams volunteered to provide assistance if staff <br />desired Commission participation. <br />Commissioner Macht suggested it would be very desirable to <br />have a document signed by somebody authorized to sign from the U.S. <br />Department of the Interior confirming that what we've been told is <br />SO. <br />40 <br />April 9, 1996 <br />
