O'Brien, Assistant County Attorney V110\ <br />DATE: April 3, 1996 <br />SUBJECT: DETERMINATION OF THE NEED FOR CONSTRUCTION OF A PORTION <br />OF STORM GROVE ROAD <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of April 9, 1996. <br />BACKGROUND:. <br />At its regular meeting of March 19, 1996, the Board of County <br />Commissioners set April 9, 1996, as the date for considering the <br />need to construct a portion of Storm Grove Road. <br />The issue to -be considered by the Board now is different than the <br />Storm .Grove Road issue previously considered by the MPO and the <br />Board. During preparation of its long range plan, the MPO <br />determined that the construction of Storm Grove Road from US 1 to <br />Kings Highway (58th Avenue) was not a necessary part of the Capital <br />Road Improvements Program and, therefore, should not be constructed <br />at this time or in the near future with County funds. The issue <br />now to be considered by the Board involves construction of a <br />segment of Storm Grove Road between Old Dixie Highway and the <br />Lateral G Canal -to- access a proposed residential development <br />project "within" the Hawks Nest golf course site. <br />ANALYSIS: <br />Information presented with the agenda item on March 19, 1996 will <br />not be repeated here, as that' agenda item is included in this <br />agenda packet (see attachment #3). <br />On December 13, 1995, Mr. Robert Cairns submitted a development <br />plan for consideration at a pre -application conference which was <br />subsequently held on December 28, 1995. The plan proposed 169 <br />residential units (69 single-family homes and 100 multi -family <br />homes) on a 42.9 acre parcel. That parcel lies "within" the Hawks <br />Nest golf course site and is bisected by Storm Grove Road right-of- <br />way. The subject property is zoned RM -4, Residential Multi -Family <br />(up to 4 units/acre) which would allow up to 171 units. <br />41 <br />April 9, 1996 <br />80OK 1 97 *E 768 <br />
