RESOLUTION NO. 82- 138 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA, URGING THE CITIZENS <br />OF INDIAN RIVER COUNTY TO TAKE VOLUNTARY ACTIONS TO <br />IMPROVE THE QUALITY OF INDOOR AIR AND PRESERVE THE <br />HEALTH OF COUNTY RESIDENTS. <br />WHEREAS, the American Lung Association presented and <br />urged the Board of County Commissioners to adopt a Clean Indoor <br />Air Ordinance making it mandatory for proprietors of public places <br />to establish smoking and no smoking areas, and <br />WHEREAS, after careful consideration of the proposal, <br />the Indian River County Commission determined that it would be in <br />the best interest of the citizens of the County to adopt a resolu- <br />tion urging voluntary measures be taken to improve the quality of <br />indoor air in public places, and <br />WHEREAS, the Indian River County Commission rinds that <br />smoke from cigarettes, pipes and cigars in indoor places can <br />aggravate the health of people who have heart disease, chronic <br />bronchitis, emphysema, asthma, allergies, or other respiratory <br />diseases, and <br />WHEREAS, the elderly whose lung capacity is gradually <br />decreasing as part of the normal aging process can be adversely <br />affected by smoke-filled environments, and <br />WHEREAS, children whose lungs are developing can be <br />impacted by second-hand smoke from cigarettes, pipes and cigars, <br />and <br />WHEREAS, the New England Journal of Medicine reported <br />decreased lung function among non-smokers chronically exposed to <br />cigarette smoke in their work environment, and Dr. Edward Brandt, <br />Jr., Assistant Secretary of Health and Human Services, set forth <br />his opinion that prudence dictates that nonsmokers avoid exposure <br />to second-hand tobacco smoke to the extent possible. <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that the Indian <br />River County Commission asks the citizens of Indian River County <br />to voluntarily pick one or more of the following actions to <br />improve and preserve the health of the residents of Indian River <br />County; <br />-1- <br />
