Book 97 PmE 823 <br />1. ISS submitted a total fee of $775,946 for the first year with an annual increase of the <br />lesser of CPT or 3% for the next two years. This cost did not provide for any walk <br />mowing of the greens during the year. <br />2. IGM submitted a total fee of $820,000 for the first year with less than 3% increase each <br />year for the next two years. This price included walk mowing for the greens five days <br />per week during the winter and twice a week during the remainder of the year. This is <br />a practice which is currently being used at Sandridge. <br />3. Staff requested ISS to provide a cost to allow walk mowing greens during the winter <br />months. They responded with an additional cost of $12,048 which increased their <br />first year's fee to $787,994. This does not include any walk mowing of greens during <br />the remainder of the year. <br />Although ISS's financial submittal is $32,006 less in dollars than is IGM's, it is Staff s determination <br />that ICM is more responsive and demonstrated a much stronger proposal because of the following: <br />1. IGM has proposed two (2) additional full-time maintenance workers than has ISS. This <br />staffing proposal would allow additional current Staff the opportunity to secure a <br />position with IGM. <br />2. IGM provided an itemized breakdown of man-hour in detail relating to all the work <br />tasks required in the RFP. <br />3. IGM noted in their proposal the sensitivity of the "over -seed" process and how <br />important it would be to walk mow greens during this period of time. When <br />ISS was questioned about this procedure they did not feel this walk mowing was <br />necessary. In fact their original proposal did not include ever using a walk mower. <br />4. ISS proposed a fertilizer and chemical line item budget of $99,000. IGM proposed a <br />budget of $135,000. Sandridge Golf Club currently has $118,000 budgeted for 1995- <br />96. <br />5. ISS has anticipated approximately 8.8% Management Fee/Profit vs. IGM's 3.4% <br />in their Financial Statement. Since IGM does not increase this fee over the next two <br />years, the percentage would reduce to 3.2 and 3.15 respectively. <br />With all considered, weighing the financial versus the services provided, Staff feels International Golf <br />Management, Inc. (IGM) is the most responsive firm. Furthermore, the detail of IGM's training of <br />employees and their Management Plan as defined in their proposal was especially impressive and far <br />exceeds all of the minimum requirements set forth in the RFP. <br />CONCLUSIONS <br />The original objective noted on Page 2 of the RFP for the golf course maintenance operations of <br />Sandridge Golf Club was: <br />1. Determine private sector interest in the maintenance operations. <br />2. Compare the maintenance operations cost of the County as compared to the private <br />sector. <br />3. Reduce operating costs without affecting the quality and level of services. <br />4.
