800K 97 PAPE O33 <br />OMB Director Joe Baird pointed out that Mr. Scott's figures <br />did not include salaries for the two full-time and one part-time <br />vacancies, which will be filled shortly because the summer growing <br />season requires more mowing maintenance. <br />Mr. Scott proposed the elimination of those 3 positions to <br />bring the in-house staffing level in line with the staffing level <br />being proposed by IGM. IGM is saying that they can do the <br />operations with 3 less employees, and if they can do it, we can do <br />it and we ought to. He noted that his figures also did not include <br />$25,000 in overtime, which is something the maintenance workers are <br />willing to give up to retain their jobs. Overtime could be <br />eliminated by putting maintenance workers on split schedules that <br />would cover the weekends. <br />Director Komarinetz stated that we have discussed split <br />schedules, but the employees do like overtime. It is a perk. <br />After Director Baird explained what was included in his total <br />personnel cost, Mr. Scott admitted overlooking a $50,000 sub total <br />in his calculations of total personnel benefits. Despite that, he <br />believed the County still could do the work for $865,000, but <br />Director Baird pointed out that figure is still higher than the <br />$820,000 proposal from IGM. <br />Scott Zakani, general manager of IGM, emphasized that it is <br />not a perfect world out there due to weather conditions, and <br />overtime becomes necessary at times. He did not see how anyone <br />could say that overtime can be eliminated completely. Overtime is <br />built into their proposal. Mr. Zakani pointed out that IGM <br />benefits from managing multiple golf courses. IGM brings in <br />additional staff for various reasons and times throughout the year. <br />Commissioner Eggert understood then that IGM is saying that <br />all these ups and downs and the number of people needed are <br />included in the proposal, and Mr. Zakani said, "Yes." <br />Commissioner Bird agreed that Sandridge maintenance would <br />benefit from IGM's expertise gained in managing several courses in <br />south Florida. An additional benefit would be their purchasing <br />power in buying such items as fertilizer and chemicals. <br />Mr. Zakani confirmed that IGM, purchasing from an affiliate <br />company, can purchase fertilizers, chemicals, etc. for a lot.less <br />money. <br />Mr. Zakani realized that the employee issue is a big concern. <br />He related that when Brevard County contracted with IGM for <br />maintenance of 3 public golf courses, IGM offered positions to 15 <br />of the 25 maintenance workers after 5 had transferred out.
