15. Perimeter PD Buffering: Through the PD review process, the applicant has agreed to provide the <br />following perimeter PD buffers and opaque features: <br />Perimeter <br />Buffer Type & Width <br />Opaque Feature <br />North <br />Type `B" <br />/ 30' <br />wide <br />6' <br />combination berm & landscape <br />East <br />Type `B" <br />/ 30' <br />wide <br />6' <br />combination berm & landscape <br />South <br />Type `B" <br />/ 30' <br />wide <br />6' <br />combination berm & landscape <br />West <br />Type `B" <br />/ 60' <br />wide <br />6' <br />combination berm & landscape <br />Note: A 50' USA boundary buffer is required along the project sites western property line, <br />and the applicant has agreed to provide a minimum 60' wide buffer. <br />16. Public Benefits: For PD projects, applicants must identify certain design criteria and public benefits <br />that the project will provide in exchange for requested waivers or incentives being sought by the <br />applicant. The requested waivers are mitigated by proposed landscape buffers, increased perimeter <br />setbacks, and increased common open space areas provided within the project. The applicant is also <br />proposing the following public benefits: <br />a. ROW dedications: As outlined in section 11 of this report, the applicant has coordinated with <br />County staff and has agreed to dedicate ROW for 13d` Street SW, 1-7,h Street SW, and 43rd Avenue <br />SW without compensation. All of the ROW dedications are considerably over -and -above the <br />County's minimum ROW width requirements for each respective roadway. <br />b. 17`h Street SW Paving and Drainage Improvements: The applicant has agreed to provide paving <br />and drainage improvements for the project site's entire 17d` Street SW frontage, which extends <br />beyond the LDRs minimum requirements of only paving to the project's driveway connection. <br />c. 1? Street SW Eastbound Right Turn Lane: The project's approved TIS does not require an <br />eastbound right turn lane on 13d' Street SW at 43rd Avenue SW. However, the applicant has <br />agreed to provide an eastbound right turn lane as an additional public benefit. <br />d. Upsized Utilities Lines: Through coordination between County Utilities staff and the applicant, <br />the applicant has agreed to upsize the water and sewer lines that will serve the subject project <br />and other development projects located "downstream" of the subject project. The applicant will <br />increase the size of the sewer force main from 4" to 6", and will increase the size of the water <br />main from 8" to 12" at no cost to the County (i.e. the County will not cost share in the upsizing <br />of these utility provisions). <br />e. Cost Share Contribution for Future 17`h Street SW Bridge: Through coordination between Public <br />Works and the applicant, the applicant has agreed to contribute their fair share of the cost of <br />funding the future 17d' Street SW bridge crossing. <br />17. South County Initiative (SCI): At the May 4, 2004 BCC meeting, Planning staff presented the SCI, <br />which consisted of a total of seven development projects located in the south County area.
