Brown, County Administrator <br />THROUGH: Dan Russell, Director, Information Technology <br />FROM: Michael Staudt, Manager, GIS Division <br />DATE: November 07, 2022 <br />SUBJECT: 2023 Oblique Aerial Imagery Contract <br />DESCRIPTION AND CONDITIONS <br />This agenda item is a proposal for the acquisition of high-resolution oblique and vertical aerial <br />imagery of the populated eastern half of Indian River County for the years 2023, 2024, and 2025. <br />Annual new flights of aerial imagery are valuable to GIS staff for maintaining key street <br />centerline and addressing related data sets, maintenance and update of other GIS layers, and, in <br />parallel with building permit data, verifying change due to new residential and commercial <br />construction. Additionally, the high-resolution oblique imagery has proved valuable to Code <br />Enforcement staff for the identification of code violations and Traffic Engineering staff for <br />documenting signage, lane configurations, and roadway lane markings. <br />Oblique aerial imagery, aerial photographs taken with the camera axis at a side angle, provides <br />side and profile views of features. These oblique or side views frequently provide the additional <br />detail and information needed to identify a feature. In addition, objects that are not visible in <br />vertical aerial imagery often can be detected and identified using the oblique imagery. <br />Pictometry International Corporation is a firm that specializes in acquiring high resolution <br />oblique aerial imagery. Nearby counties in Florida that Pictometry currently contracts with <br />include Brevard, Martin, Osceola, Okeechobee, and Palm Beach Counties. Indian River County <br />has previously contracted with Pictometry in 2011, 2013, 2015, 2016, and twice for a three-year <br />contract from 2017 thru 2019 and 2020 thru 2022. <br />Staff is proposing a three-year, multi-year contract with Pictometry to acquire new high <br />resolution oblique and vertical aerial imagery during the three time periods of January 2023, <br />January 2024, and January 2025. The area of coverage for each aerial imagery flight is 355 <br />square miles and the specific project limits are shown in Attachment 1. Each area in the project <br />area will be imaged in 5 different directions, north, south, east, and west, and a vertical view at <br />approximately a 3" ground resolution. Staff is proposing the three-year, multi-year contract with <br />Pictometry because of the 15% discount Pictometry is offering with the three-year contract. The <br />contract includes a "Non -Appropriation" clause which allows the contract to be suspended for <br />subsequent projects if in subsequent years funding is not approved for the contract. <br />The specific deliverables for the project are listed in Attachment 2, Section A. Imagery <br />deliverables for the project include a digital image library containing the oblique aerial imagery <br />and a single seamless image mosaic created from the vertical imagery. Pictometry has <br />specialized software <br />for viewing and working with the oblique and vertical imagery.
