® ® s <br />BACKGROUND <br />On February 22, 1996, the Utilities Department received bids for <br />the aforementioned project. The plans had been modified for this <br />bid based on comments from the Public Works Department. However, <br />as a result of ongoing negotiations with the Department of <br />Transportation (D.O.T.) for takeover of these bridges, the Public <br />Works Department provided staff with additional D.O.T. requirements <br />on the day of the bid which now need to be addressed. Also for <br />various reasons the bids received were approximately $390,000.00 <br />over the engineers estimate. For the above reasons, we are now <br />before the Board to reject the bids and redesign portions of the <br />project to meet the additional D.O.T. requirements and reduce <br />project costs. <br />ANALYSIS <br />The magnitude of the D.O.T. changes is quite substantial and bids <br />were already higher than the project budget. With this in mind, we <br />must now re-engineer the bridge crossing as well as providing a <br />much more detailed loading analysis of the bridges. At the same <br />time, we are making additional changes in order to reduce the <br />projects cost. The additional engineering costs are as follows: <br />1. Masteller and Moler, Inc. 5,680.00 <br />2. Structural and Bridge <br />loading analysis 4.920.00 <br />Total 10,600.00 <br />For details of this work authorization, please see the attached. <br />The bids received for this project are as follows: <br />1. Martin Paving Company 1,940,861.00 <br />2. Hall Contracting Company 2,096,000.00 <br />3. JoBear, Inc. 2,893,342.60 <br />Based on the aforementioned circumstances surrounding the bid, the <br />attached recommendation from the engineer and concurrence from <br />staff, the Utilities Department wishes to reject all bids and rebid <br />the project after design changes are completed. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached work <br />authorization with Masteller and Moler as presented and reject the <br />current bids on this project as outlined above, while also <br />authorizing staff to rebid the project at a future date. <br />Commissioner Eggert asked. if this was the only way out of <br />this, and Capital Projects Engineer Bill McCain advised that major <br />alterations were required to what staff was originally planning to <br />do. Staff felt they were extensive enough to rebid the project. <br />Staff also identified some items which could be modified in order <br />to reduce costs to come within budget. <br />49 <br />April 23, 1996 800K ''97 parr'90' <br />
