mapping component could be utilized in lieu of funding two mapping <br />systems and incurring the expense of maintaining/updating the <br />separate maps. A common CAD system would appear to be of benefit <br />to both of the public safety answering points . The merits of joint <br />participation in securing a CAD system for use by both entities was <br />discussed by the Council of Public Officials during a meeting on <br />April 17, 1996. <br />ALTERNATIVES AND ANALYSIS: <br />Subsequent to the presentations, the Selection Committee met again <br />on April 16, 1996, at which time it was concluded that the RFP <br />needed some revisions related to the mapping component and other <br />areas with respect to Fire and EMS requirements. It was also the <br />consensus of the Committee that additional vendors should be <br />solicited with the objective of obtaining better pricing and <br />reducing the annual hardware and software maintenance expenses. <br />Therefore, 'staff is recommending that the Board reject all the <br />proposals—or bids submitted and authorize the release of the <br />revised version of the RFP for the reasons alluded to above. <br />Staff has contacted the National Emergency Number Association <br />(NENA) and the Associated Public Safety Communications Officers <br />Association (APCO) and obtained a list of approximately fifty (50) <br />additional vendors who offer this type of system throughout the <br />United States. If the Board approves the staff recommendation, <br />every potential vendor will be solicited to provide a proposal. <br />RECOMIENDATION : <br />Staff recommends that the Board formally reject the three proposals <br />received from the vendors referenced above and authorize staff to <br />release a revised RFP, hopefully with the cooperation and <br />participation by the City of Vero Beach in obtaining a common CAD <br />system. _n <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Bird, that the Board reject the 3 <br />proposals received from RFP #6044 and authorize a <br />revised rfp for CAD, as recommended by staff. <br />Under discussion, Commissioner Macht noted that the City of <br />Vero Beach is also connecting a dispatch to the 911 system, but <br />Emergency Management Director Doug Wright advised that staff was <br />unaware of that before preparing an rfp. After becoming aware of <br />it, the possibility of doing a joint venture was discussed. <br />Commissioners Macht and Eggert agreed that a revised rfp would <br />give us an opportunity to work with the City in obtaining a common <br />CAD System. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />The Motion passed unanimously. <br />57 <br />MAY 7, 1996 ac�cK 9i mu 972 <br />
