PETITION FOR WATER SERVICE - HICKORY SANDS <br />The Board reviewed the following memo dated 4/26/96: <br />DATE: APRIL 26, 1996 <br />TO: JAMES E. CHASAND STAFFED MANAGER OF ASCTS <br />BY: DEPARTMENT OFCES <br />SUBJECT: PETITION FOR WATER SERVICE IN HICKORY SANDS <br />'(5TH PLACE, WEST OF OLD DIX3:E HIGHWAY) <br />INDIAN RIVER COUNTY PROJECT NO.' UW -96 -09 -DS <br />A petition has been received from the residents of Hickory Sands <br />Subdivision (5th Place, west of Old Dixie Highway) requesting the <br />County to supply potable water to its residents. We are now coming <br />to the Board of County Commissioners to seek approval to begin <br />design of the above-mentioned project. (See attached petition and <br />plat map.) <br />ANALYSIS <br />Within the project area, there are 16 platted lots and 2 non - <br />platted parcels containing 17 homes to benefit from this project. <br />One of the subdivision's properties (Lot 9) has previously <br />connected to water from 10th Avenue (to the west). Three (3) of <br />the non -platted parcels abutting and close to Old Dixie have <br />previously connected to County water. Seventeen (17) properties <br />will be assessed for this improvement. <br />Owners of the two largest parcels (.54 and .57 acres) have signed <br />for and are supporting the proposed project, together with the <br />owners of 15 homes, which are situated on "undersized, substandard" <br />lots. These 15 lots range from .24 to .47 acres. The 12 owners <br />signing and supporting the project represent 71% of the properties <br />to be served. <br />The attached map displays the area to benefit from the assessment <br />project. This project is to be paid through the assessment of <br />property owners along the proposed water line route. In the <br />interim, financing will be through the use of impact fee funds. <br />Design services will be provided by the Department of Utility <br />Services. <br />RECOMMENDATION <br />The staff of the Department of Utility Sei-vices recommends approval <br />of the above -listed project authorizing the Department to proceed <br />with the design engineering work in preparation for the special <br />assessment project.
