Permits. See <br />attached agenda item. <br />ANALYSIS <br />Negotiations with Ecotech Consultants, Inc., have resulted in a <br />scope of services to be conducted on a two year agreement period. <br />The basic services includes maintenance of the West Regional <br />Wetlands System, preparation of a Quality Assurance Program (QAP)-, <br />performing on-site and off-site water quality samplings, vegetation <br />monitoring, soil sampling, detritus sampling, denitrification <br />study, preparation of annual reports to FDEP, preparation of public <br />education material and attending regulatory meetings. Also, the <br />Ecotech Consultants will coordinate all additional laboratory <br />services, procurement of wetland plants replacement, mobilize the <br />contractors when necessary for berm maintenance, etc. <br />The negotiated fee are described as follows: <br />1. Plant allowance <br />35,000.00 <br />25,000.00 <br />Subtotal <br />The total amount for the 1996 year period is <br />and the 1997 period is <br />97,445.00 $69,945.00 <br />$196,545.00 <br />$150,439.00 <br />Table 1 (Attachment A), shows the maintenance cost, when it has <br />passed its critical period of two years will decline substantially. <br />At the end of the contract period, the Ecotech Consultant, Inc., <br />will develop a Request for Proposal and presented to the members of <br />the Board of County Commissioners to decide whether the County <br />wants to continue services with Ecotech Consultants, Inc., or <br />others. The budget of this maintenance effort will come from <br />wastewater maintenance fund. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve and execute the proposed <br />agreement with Ecotech Consultant, Inc., for maintenance of the <br />County Wetland in the amount of $196,545.00 for 1996 and <br />$150,439.00 for 1997. <br />77 97 J� <br />MAY 79 1996 PA', <br />
