Section 7 - Possible Scope of this Proiect <br />Indian River County Commission's purpose in creating the Citizens' Advisory <br />Committee to the Commission on utility matters is to conduct an objective, professionally <br />guided and sufficiently thorough study of the Department's operations to determine whether <br />and in what areas improvements, may be necessary for the betterment of the Department's <br />efficiency and management, all leading, to an improvement in public image of the Utility, -and <br />in greater customer satisfaction. <br />If this Project is confirmed by the Commission, at least the following areas of <br />Department operations should be reviewed in some detail: <br />1. The water/sewer rate structure, with emphasis as to whether or not low usage <br />consumers are unduly discriminated against because of a single rate schedule <br />which governs all of the Department's customers, with widely varying patterns <br />of service use. <br />2. If the foregoing effect is confirmed and is significant, what if any is the effect on <br />the Department's revenue balance sheet and/or the system utilization ratio. <br />3. The efficiency of the Department's administration of franchise agreements with <br />developers and/or subdivisions. <br />4. The manner in which County Ordinance 91-9 is being administered. <br />In summary, the Commission's action at this time would only authorize the <br />diagnostic stage of the Project. At completion of the diagnostic stage, the Committee, would <br />submit a written Report to the Commission, recommending further action if one -is found <br />necessary. <br />This memorandum accompanies my proposal for professional Project <br />management service in order to provide the Commission with background material on public <br />utility oversight practices employed elsewhere. it may aid the Commission in resolving the <br />issues which have prompted your initiative in considering the concept of an Advisory <br />Committee on Utility matters. <br />AWK:ru <br />Respectfully submitted, <br />Adam W. Kubik <br />Chairman Adams had been anxious for the Board to hear Mr. <br />Kubik because she felt an "angel dropped someone out of the sky" at <br />a perfect time. She felt that hearing his background would give <br />the committee more credibility and a more defined scope. She <br />explained there was room for adjustment to conform with the Board's <br />wishes, but thought it was very important to have an outside look <br />at the department.
