5OOK 98 PA.rE 111 <br />begin by appointing members to the committee based on submitted <br />applications. <br />Commissioner Eggert appreciated the time and thought put in by <br />- Mr. Kubik, but, as presented, she could not support this committee. <br />She pointed out that there are many legal restrictions which leave <br />elected officials feeling frustrated. In this instance, she felt <br />it was one thing to deal with public relations, but to go further <br />was a terrible invasion of the operation of the Utilities <br />Department. In addition, she did not agree with including other <br />local governments in any kind of group looking into a County <br />utility. She was not averse to good/healthy suggestions, but <br />opposed going into every record of the Utilities Department. <br />Commissioner Bird recommended that the matter be deferred for <br />at least a week to give an opportunity to the Board, Administrator <br />Chandler, and Utilities Department Director to review the proposal <br />and make recommendations. <br />Commissioner Eggert recalled that the next meeting was to be <br />short, thus 2 weeks postponement would be better. <br />Commissioner Bird asked if Mr. Kubik was making a proposal to <br />become a hired employee, and Chairman Adams replied that he would <br />be a pro bono volunteer. <br />Mr. Kubik advised he would provide his services pro bono. <br />Commissioner Macht emphasized that, if created, this would be <br />an advisory committee to the Board, not to the department. <br />Chairman Adams pointed out that the proposal was from Mr. <br />Kubik's perception, but the committee would be molded into <br />something with which the Board is comfortable. <br />MOTION WAS MADE by Commissioner Bird, SECONDED BY <br />Commissioner Macht, to defer action on the proposal - <br />for 2 weeks. <br />Chairman Adams reiterated that there is an image problem with <br />utilities, which is not being addressed on a one -by -one basis. She <br />wanted a fresh approach from the outside, not from those who are <br />intimately involved. She stated that Utility Services Director <br />Terry Pinto would welcome it because he also is intimately <br />involved. <br />Commissioner Eggert repeated that it should be limited to the <br />image problem. <br />THE CHAIRMAN CALLED THE QUESTION and the motion <br />carried unanimously. <br />106 <br />May 14, 1996 <br />
