r <br />Boor 98 PA.0 25 <br />Mr. Sigler contended they ought to operate out of a business <br />location. <br />William Koolage, 11 Vista Gardens Trail, told of an experience <br />he had in trying to sell his former residence in Vero Beach when a <br />truck hauling operation moved into the neighborhood. The appraiser <br />for his house agreed that the value went down $10-$20,000. His <br />neighbors were greatly concerned. He got the impression that a <br />residential owner doesn't have a chance. Business should be <br />located in a business area. Just having the trucks in the <br />neighborhood is detrimental to the values of the property. Mr. <br />Koolage urged the Board to give great thought to what has happened <br />and pleaded that they give justice to Mr. Sigler. <br />Commissioner Macht recommended that code enforcement ought to <br />deal with this first. He also wanted to see the Board review the <br />ordinance. <br />Kenny Bird, representing Charlie's Towing of Vero Beach, <br />reported that his company keeps trucks in residential neighborhoods <br />only at night. They do not operate trucks out of a neighborhood. <br />They also are on 4 rotation lists and get owner requests. He <br />agreed the trucks should not be in a neighborhood during the day <br />time. <br />Janet Capak, 185 31st Avenue SW, wanted it to be known that <br />not all neighbors feel the same as Mr. Sigler. Her family has been <br />there 23 years and they installed the road at that time. She <br />recalled that no repairs have been done to the road in over 10 <br />years and there has been no damage to the road because of the <br />Seeley's truck. She acknowledged that 2 vehicles towed by Seeley's <br />to the neighborhood belonged to her family and explained the <br />circumstances. <br />Harry Carlin, a neighbor, recalled that 10 years ago it was a <br />quiet neighborhood, known as "Pinewood Lane", but now it is called <br />"Pinewood Lane Estates." He reported that another neighbor to the <br />north of him has a business with trucks with lawn work <br />paraphernalia. He felt the neighborhood has deteriorated from a <br />"lane" to a "business street". He advised that no one asked him if <br />he minded having the tow truck coming and going. He believed <br />property values were lower because of business being conducted in <br />the neighborhood. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Eggert, the Board unanimously agreed <br />that no wrecked vehicles should be brought into the <br />neighborhoods, that staff would consult with law <br />May 14, 1996 <br />20 <br />
