Zito, Interim County Administrator <br />Kristin Daniels, Budget Director <br />FROM: Jennifer Hyde, Purchasing Manager <br />SUBJECT: Rejection of Bid 2023028 for Street Sweeping <br />BACKGROUND: <br />On April 19, 2022, the Board awarded bid 2022037 to USA Services of Florida, LLC ("USA <br />Services"), for sweeping of approximately 224 lane miles of streets and parldng lots. The term of <br />award was one year, with two additional one-year renewals available, subject to Contractor <br />acceptance, satisfactory performance, and staffs determination that renewal is in the best interest <br />of the County. The Road and Bridge Division found the contractor to be unreliable during the first <br />term of the previous bid award and, therefore, does not believe USA Services to be a responsible <br />bidder. They have recommended rejection of the bid. <br />Since most, if not all, potential sweeping contractors are located well outside the County, Staff <br />proposes to restructure the bid to offer options for equipment staging at our facilities, and other <br />ideas that might decrease cost to the contractor, and increase response to a new bid. <br />FUNDING• <br />There is no cost associated with rejecting and rebidding. <br />RECOMMENDATION• <br />Staff recommends the Board reject bid 2023028 and authorize the Purchasing Division to rebid. <br />99 <br />
